Frank and I started out working as sanitarians for the La. Department of Health in Harvey, La. I knew that he would advance as he eventually was the top sanitarian for the state of Louisiana.

Dear Family of Frank,
He was one of the finest men I have ever met. We worked together at the health department for many years, and he always had my greatest respect and admiration as a colleague. After his retirement I enjoyed his email correspondences, including those of pictures and stories of "old time" New Orleans and many other items of mutual interest. He will be most sorely missed. My wife Betty joins me in expressing to his wife and family our most sincerely condolences at this sad time.
