Frances Jean Campbell's Obituary
Frances Jean Campbell, age 89, passed away on May 30, 2026, at her home in Mandeville, Louisiana. She was born on April 26, 1937, in Rocky Mount, North Carolina, one of seven children born to Marshall W. Foreman and Lula Jean Marshburn Foreman.
Frances is preceded in death by her husband, Riley Gene Campbell; her father, Marshall W. Foreman; her mother, Lula Jean Marshburn Foreman; her sisters, Connie Jackson and Barbara LaBonte; and her brothers, George, Stanley, and Richard Foreman.
She is survived by her sons, Benjamin Marshall Shugar (Tanya) and Shelton Mann Shugar (Julie); her sister, Betty Moffett; and her stepdaughters, Sandy Herman, Sharon Maxwell, and Patti Ann Mehl. She was especially close to her nieces Toni Sullins, Debbie Wright, and Tami Colvin.
Growing up in the small town of Rocky Mount, Frances was eager to see more of the world. In 1957, at the age of twenty, she made the courageous decision to leave home and move alone to Baltimore, Maryland, to work for Bagby Furniture Company. For a young single woman of that era, it was a bold and independent step that reflected the confidence and determination that would remain hallmarks of her character throughout her life.
In Baltimore, Frances married Elliott Stanley Shugar and became the proud mother of two sons, Ben and Shelton.
Frances enjoyed life and the people around her. She loved spending time with friends and family, dancing, singing, and socializing. She took pride in her appearance, enjoyed dressing well, and carried herself with grace and confidence. Beneath her warm and outgoing nature was a strong independent streak that helped her navigate life's many changes and challenges.
On December 28, 1973, Frances married Riley Campbell in Baltimore. Together they built a loving partnership that lasted more than fifty-two years. Through Riley's work, they enjoyed a life of adventure and relocation, living in Baltimore; Atlanta; Jesup, Georgia; the Dallas-Fort Worth area; Columbia, Maryland; Boynton Beach, Florida; before retiring to Mandeville, Louisiana.
Wherever they lived, Frances and Riley quickly made friends and became part of the community around them. They were highly social, enjoyed gatherings with friends, dining out, dancing, and traveling together. They especially enjoyed road trips throughout the United States and over the years visited nearly every state, creating a lifetime of memories and friendships along the way.
Frances will be remembered for her warmth, friendliness, independence, and love of people. She embraced new experiences, valued friendship, and found joy in being surrounded by those she loved. Her adventurous spirit carried her far beyond the small town where she began life, and her kindness and vibrant personality left a lasting impression on family and friends alike.
She will be deeply missed and lovingly remembered by all who knew her.
